The Court of Appeal has come down hard on the police, accusing them of acting as both “judge and jury” when investigating themselves in the probe into the death of A Kugan.
In his written judgement on the case, Justice David Wong Dak Wah expressed concern over the admission of former Selangor police chief Khalid Abu Bakar that he negotiated with the attorney-general that investigations into the death is to be confined under Section 330 of the Penal Code for merely voluntarily causing hurt.
The Court of Appeal judge described Khalid's actions as an affront of fair play and transparency.
