Prime Minister Najib Abdul Razak last week reneged on his 2012 promise to repeal the Act, saying that the Act will be strengthened.
Shabery said the state is looking at proposals to register social media users with the Malaysian Communications and Multimedia Commission (MCMC) to assist in evidence gathering in libel cases.
"Logically, this can be done but there are technical diffiulties as users can be using a social media site which is hosted overseas," he is quoted by Bernama as saying.
